WHO declares global health emergency over new Ebola outbreak

The World Health Organization declared the new Ebola disease outbreak in Congo and Uganda a public health emergency of international concern on Sunday after more than 300 suspected cases and over 85 deaths. NBC News’ Keir Simmons reports.

Typically, when breaking news occurs that demands immediate coverage and must interrupt current non-news programming (or, in the case of a 24-hour network, regularly scheduled programs), the network will announce to its affiliates that the program is being interrupted. Depending on the nature of the event, network affiliates will be instructed to either pause their own broadcast or switch to a countdown sequence that will enable them to join the national feed. Once the station imaging is overlaid, the news will begin and may continue for hours or days, with regular commercial advertising interrupted.
