When a news event happens that requires interruption of regular non-news programming (or, in the case of national network newscasts, a live break from an ongoing story) the network will usually alert its affiliates to “stand by.” This will signal them when a breaking news segment is about to start. Once the segment is live, a countdown begins, which gives affiliates enough time to switch to the network feed.
