This is called a newsflash or special report, and was commonplace before 24-hour news networks existed, when national events would elicit nationwide coverage requiring numerous stations to stop their programs or interrupt a regular newscast to cover the developing situation. In recent years, news channels have used special reports with lower third tickers to communicate breaking stories during regularly scheduled programming, lessening the need for cut-ins.
