This is known as a newsflash, and is most common in the era of 24-hour news networks, where it was necessary to interrupt non-news programs to cover major events such as the assassination of John F. Kennedy, which required nationwide coverage and forced many stations to cut away from regular programming. A newsflash typically includes a distinctive graphic and music cue that signals the transition.
